James Madison was a significant factor in driving the First Congress to adopt the first ten amendments. An amendment that has not been passed is to outlaw flag burning. Over the years this has been visited many times, where a flag protection amendment easily passed through the House but could not, however, generate the two-thirds vote necessary in the Senate.
