This paper will describe the three layers of homeland defense.
The first layer of defense is the “prevention” layer. Prevention involves efforts to prevent an attack or an incident from occurring in the first place. This layer includes activities such as intelligence gathering, threat assessments, and security measures at ports of entry, airports, and other transportation hubs. Prevention also includes efforts to identify and disrupt terrorist cells and other criminal organizations before they can carry out an attack. The prevention layer involves partnerships with local and state law enforcement agencies, as well as international partners, to share intelligence and collaborate on security efforts.
The second layer of defense is the “protection” layer. Protection involves efforts to protect critical infrastructure, key resources, and population centers from attack or damage. This layer includes physical security measures such as fencing, barriers, and surveillance systems, as well as cybersecurity measures to protect against cyber attacks. The protection layer also involves emergency preparedness and response planning to ensure that first responders can quickly and effectively respond to an incident.
The third layer of defense is the “response” layer. Response involves the coordinated efforts of federal, state, and local agencies to respond to an incident or attack. This layer includes activities such as search and rescue operations, medical care for victims, and law enforcement investigations. The response layer also involves efforts to restore critical infrastructure and return affected areas to a state of normalcy.
